How many years do universities of Western countries need to cut ties with Russian universities ?

Just two days after Russia invaded Ukraine the leading science negotiator of the European Parliament said that the European Union should cut all scientific ties with Russia but the fact is that 5 months have passed and what I really see is the percentage of joint publications with Russian universities not showing any kind of reduction (in some cases even shows an increase). See below a survey on the Scopus database about the countries that have more joint publications with authors affiliated with Russian institutions in the years 2021 and 2022:
